Zhijiangxilu
Project
In
July 2001, we started our Zhijiangxilu Project with the assistance
of the United Commission of the Party and the Labor Union in Zhijiangxilu
Community and the related residents' commission.
In
accordance with the New Rules on Project Operation as well as other
rules of our community and the background information collected,
we make the plan for the Zhijiangxilu Project as follows:
Location
Zhijiangxilu Community is one of the six communities in Zhabei District,
Shanghai, which has a permanent population of ninty thousand and
locates in a place of 1.53 square kilometer. There are twenty-two
residents' commissions in Zhijiangxilu Community, among which the
Gonghexinlu 710 Lane Residents' Commission and the Datonglu Residents'
Commission are special. The former has some local government leaders
as its residents and the latter has many shanties.
Cooperation
The Zhijiangxilu Project is handled by the Workers' Rights Protection
Station of the Labor Union of Zhijiangxilu Community, the Research
Center on the Protection of Female Workers' Rights of Fudan University,
the Student Legal Aid Center and our community. The Protection Station
provides the office in the Zhijiangxilu Community for this project
and keep the relation with the related government authorities and
other organizations. The Research Center participates those activities
in connection with the Protection of Female Workers' Rights. The
Student Legal Aid Center and our community arrange all the activities
of this project.
Goals
The goals of this project are listed as follows:
- to
better the situation of the workers in the Zhijiangxilu Community
by solving the problems the faced in daily life;
- to
promote the consciousness of law and ideal of public service by
propaganda and legal aid as well as other services;
- to
set up a system for the harmonious development of communities
by assisting the residents' commissions;
- to
enhance the management of our community and help nonprofit organizations
to develop.
Strategies
The strategy of this project is "The combination of one focus,
two general levels and three stations". In details, we focus
on the services to workers, assist both the Zhijiangxilu Community
and related residents' commissions, and service in the offices in
the Workers' Rights Protection Station of the Labor Union of Zhijiangxilu
Community, the Gonghexinlu 710 Lane Residents' Commission and the
Datonglu Residents' Commission.
Missions
- Legal
Aid and other Consultancy
- arranging
at least one student volunteer and one relevant professional
to provide consultancy and prepare documents for local residents
in one of the three offices in the Zhijiangxilu Community
every Saturday;
- presenting
for the workers residing in Zhijiangxilu Community and, when
necessary, paying litigation fees therefore;
- setting
a mailbox collecting letters inquiring issues relating to
the protection of workers' rights in each residents' commission;
- setting
special telephone lines in the offices and arranging consultancy
via telephone therefore.
- Education
and Training
- giving
lectures to the directors of the Zhijiangxilu Community and
the residents' commissions on laws, social work and so on;
- training
active residents to be the volunteers of legal aid services
(at least one in each residents' commission);
- arranging
propaganda on the protection of workers' rights by issuing
propaganda materials made by Shanghai Labor Union and the
Research Center on the Protection of Female Workers' Rights
of Fudan University.
- Community
Development
- discussing
with the directors of the Zhijiangxilu Community and each
residents commissions and local residents to make detailed
plan;
- arranging
all kinds of activities to assist the Zhijiangxilu Community
setting up a system for harmonious development.
