Wuliqiao (Slum) Project
The
Wuliqiao Community locates in Luwan District, Shanghai, which locates
in a place of 0.6 square kilometer and has a population of 4204.
The major part of Wuliqiao Community is formed by shanties built
before the year of 1949 - the Slum. The Slum consists of more than
800 families. It is significant that there are more elders, immigrators
and former criminals in the Slum than those in other areas. Wuliqiao
Community is a community of underprivileged people. They do not
have higher education and most of them are poor. Their backgrounds
are different. The Slum is an area lack legal education.
The
Wuliqiao (Slum) Project commenced in August 2000. It lasted about
one year from the first time we served in the Slum in 10 September
2000 to its remove in July 2001.
On
August 6, 2000, some members of our community and the Student Legal
Aid Center discussed on the preparatory plan on the Wuliqiao Project.
It is decided that this project consists of two stages: propaganda
on laws and free legal services in litigation. The former includes
lectures, propaganda paints and boards exhibition, brochures and
consultancy on certain topics, for instance house breaking and remove,
the elders' rights and benefits, the immigrators' rights and benefits
and relationship between neighbors. This stage began on 10 September
with a lecture on the protection of elders' rights and benefits
and legal consultancy. In the second stage, we represented in certain
litigations for the residents in the Slum.
On
August 24, 2000, our community arranged the meeting between the
chief of the Student Legal Aid Center of that time and the directors
of the Slum Residents' Commission to arrange the first activity
as well as other matters of the project.
On
September 10, 2000, the lecture on the elders' rights and benefits
was held in the Xietulu No. 2 Elementary School. Over forty elders
participated. On the same date, thirteen members of our community
and the Student Legal Aid Center provided legal consultancy in Luban
Road. About ten residents came for help and many stander-bys shared
the legal advices as well.
On
November 10, 2000, seven members of our community reviewed the success
and failure of the first activity of the project and decided on
our work division.
On
November 19, 2000, we began our weekly services in the office of
the Slum Commission and set out our working schedule.
On
November 26, 2000, we serviced in the office and discussed on the
cooperation with local government authorities as their legal consultant
and the colloquium relating to the Wuliqiao Project to be held on
6 December 2000.
On
December 3, 2000, we serviced in the office of the Slum Residents'
Commission for the third time.
On
December 6, 2000, some key members of our community participated
in the colloquium on legal services in communities in Fudan University
with the teachers of Fudan University School of Law, members of
the Student Legal Aid Center and Professor Pottenger from Yale Law
School.
On
December 10, 2000, we served in the office and discussed on the
consultancy to be provided every Sunday as well as other matters
of our community. We decided to promote our services in the office
by visiting the residents. Thereafter, we made brochures and issued
the same. Meanwhile, we standardized the record on our services.
On
December 17, 2000, we served in the office for the fifth time. We
discussed on the plan of the project, made a detailed work division
and the budget for the first stage of the project. We also decided
to complete all the related documents before the middle of February
2001 and enroll some students to provide services in litigation
with the instruction of certain experts.
On
December 23, 2000, we took part in the birthday celebrations for
over twenty elders at the age of 85. We sent each of them a gift
and a Warm-hearted Card.
On
December 30, 2000, our members gathered to discuss on the future
tasks.
On
December 31, 2000, we served in the office and discussed on the
details of the future tasks of the project. We issued our Warm-hearted
Cards to every elder in the Wuliqiao Community.
On
July 1, 2001, we served in the office and arrange our work during
the Spring Festival, the issuance of our Warm-hearted Cards and
the allocation of the mailbox collecting letters for advice.
On
May 27, 2001, we issued propaganda materials on the laws in connection
with housebreaking and remove.
On
June 24, 2001, with the move of the residents in the Xietulu Community,
we finished our services in the office therein. However, we keep
the mailbox and continued our services via mail.
From
September to June 2000, we served in the office in the Wuliqiao
Residents' Commission weekly and arranged lectures as well as other
activities. Twenty-four residents visited the office for help. We
dealt with sixteen cases, of which six cases are on housebreaking
and move, four on employment issues, one on upbringing, one on real
estate, one on medical treatment, one on immigration and one on
the relationship between neighbors. Therefore we prepared an application
for arbitration on labor law issues and one applicant as well as
other legal documents. Thirty-five Warm-hearted Cards were issued
to the elders in the Xietulu Community.
For
this project, we made two work plans, two kinds of propaganda brochures
and other documents. We also standardized the service rules and
system of our community by this project.
